    PRINCIPLES AND FEATURES OF OUR AGRICULTURAL PLAN

 
INTRODUCTION

SPECIFIC CROP PLANS, STRATEGIES AND METHODS are for our farmers use and cannot be listed here. Our farmers, professionals and specialists will be trained to work in a disciplined, regimented, organized, methodical and scientific especially in insect control, seedling, planting, plant pathology, bacteriology, biological-mechanical-natural pest controls and hygiene standards. We must meet, exceed and respect plant quarantine requirements from importing nations. Under our direction, we systematically oppose any use of systemic bio-chemical agents, hormone stimulants and unknown antibiotics like the Chinese. The use of such additives on vegetables are dangerous to human especially to the unborn and children. Similarly to the high level of parasites, antibiotics and other unknown pathogen problem of Vietnam's aquaculture. We advocate that all governments of all export and import nations must start to outlaw such practice and make a gradual move towards banning Chinese vegetables that used any bio-chemicals to protect public health of  the people of Vietnam. Vietnamese farmers and workers will be clearly informed of our strict working method in regards to chemical and hormone-manipulating drugs, or similar bio-pharmaceutical additives. This enforcement is necessary to protect public health of importing nations, to be competitive in the international markets, and to safeguard long term image and future reputation of our export crops.

COMBINING PRECISION PLANNING  & OPERATION with MODERN AGRICULTURAL TECHNOLOGY and STRONG LABOR FORCE

Other current exporting nations in both natural, open air agriculture and control-atmosphere tropical agriculture highly advanced while most of our present agricultural practices are out-dated or with one problems or another. Vietnam's agricultural exports must face formidable competing nations such as Thailand and China. Whether we like it or not, we must re-train our farmers to be equal or even better. To do so, we must have an comprehensive operation strategies but do so in a scientific and professional way in respect to people's health, of quarantine regulations from importing nations and of our own environment.

VINAREX is with equal or better in knowledge in tropical agriculture and Vietnam is superior in manpower quality, both farming and professional staff. To make up our weaknesses with other competing nations such as Thailand, the Philippines and particularly China, we must work harder and determined to improve on other important areas:

      (A) DISCIPLINE AND PROFESSIONAL OPERATION, ORGANIZATION AND MANAGEMENT

      (B) APPLICATION of HIGH TECHNOLOGY IN AGRICULTURE

      (C) PRODUCT AND SERVICES SUPERIORITY.

Working Principles are theories. These operation standards will direct us to better results and better technology will help us to work precisely and efficiently thereby minimize our costs and maximize our profit.

HOW EACH CROP WILL BE ORGANIZED AND PLANNED?

We cannot discuss the crop plans, by-product plans and product strategies on websites. But to provide readers with an idea of our discipline and methodical way we must plan our crops, the conduct, planning and development of each crop will follow our strict operation principles and advanced technologies. Modern agriculture is not the conventional farming. It is an industrial development and a professional business that deals with many changing but scientific facts in nature. Each step that we take, each material that we use will be carefully done to protect the environment, public health as well as the productivity.

PROCESS TO FOLLOW

EXPLANATION

1st Process: SCIENTIFIC AND ECONOMIC ASSESSMENT OF THE CROP GROUP with CLEAR ENTOMOLOGICAL FEASIBILITY INFO, ECONOMIC VALUE, INVESTMENT DATA; FEASIBILITY & APPLICABILITY EQUIPMENT AND MACHINERY...

This is the Preliminary Business Assessment Process when we work with agriculture. We validate these findings with our own knowledge and experiences with these specific crops other regions such as Hawaii, Central America, Thailand, the Philippines, China then compared them with known observations made in Vietnam at comparable locations (in terms of soil, weather, infrastructure, topology, history of bad storms, local economic conditions, etc). Special attention will be given to the PLANT PATHOLOGY and INSECT HISTORY of such location in Vietnam and whether or not an eradication or control plan is feasible.

2nd Process:  IF THE 1ST STEP IS ACCEPTABLE ECONOMICALLY AND SCIENTIFICALLY, THE NEXT PROCESS IS: SEED PLANNING, ORGANIZATIONAL PLAN, MECHANICAL AND EQUIPMENT PLAN.

Agricultural Planning is far more complex and prudent than even real estate or commercial retail development. This is because agriculture is a scientific and highly professional work dealing with nature, plants and people: (a) First, SEEDLING must be a strong, correct species or variety and free of diseases; Tissue culture will be used whenever feasible (b) Support components of the Plan such as MECHANICALS, EQUIPMENT, MACHINERY including applicable COMPUTER HARDWARE AND SOFTWARE are then study, plan and strategize to meet pre-set objectives of the crop

3rd Process: THE DEVELOPMENT OF A DETAIL "CROP MANUAL" WITH CAREFUL ASSESSMENT OF ALL THE STRENGTH AND WEAKNESS OF OTHER COMPETING NATIONS. CROP MANUAL DETAILS ALL THE PLANTING PROCEDURES AND PREPARATION.

A Detail Crop Development and PLANTING MANUAL or the "blueprint" of such crop is essential to not only make it practical for farmers to apply our technical know-how, it makes our production operation uniformed, efficient and reliable. Farmers are trained to work skillfully but intelligently as a professional in any other industrial operation. Each crop and farmers group will be organized, supported and cared for as a large "family" - not as workers or subordinates. This manual will unify, consolidate and strengthen our production so we can achieve the right PRODUCT QUALITY LEVEL that meets or exceed quality level from other nations including CHINA and THAILAND. Manuals will contain other segments including MARKETING, SUPPORT, SERVICES AND BY-PRODUCTS.

4th Process: SITE PLANNING - GROUPING STRATEGIES - INFRASTRUCTURE AND LOGISTIC PLANNING FOR EA SITE; SITE INCLUDE 3+ CROPS OF THE SAME GROUP - PROCESSING or POST PRODUCTION FACILITY...

The next concurrent segment of the development process is this: SITE PLAN, SITE WORK STRATEGIES, INFRASTRUCTURE ASSESSMENT, LOGISTIC PLANNING, POST PRODUCTION PROCESSING PLAN. These processes must deal effectively with any obstacles and issues for that segment. Typically, as examples, site plan must meet our economic and planting goals; grouping strategies to achieve efficiency and crop mechanical and insect control programs for such crop; Infrastructure factors must meet our minimum needs; Logistic considerations must be set in place for us to work smoothly and finally, a post production process and facility must be well organized for export.

5th Process: A CONCURRENT OR SEQUENTIAL OR AN OVERLAPPING TEST PLOT + PLANTING PROGRAM TO BE IN PLACE AT SELECTED SITE

Depending on the crop, the growing and support conditions, test plans or pilot projects are to take place during the development of such agricultural site. The use of this strategy is also to train farmers, to consolidate and create efficiency in the pre and post production process to assure a smooth movements and suitable logistic mechanism used. In certain cases, test plots are not necessary or can be designed sequentially with the expansion of such crops. This is determined by the level of experience, readiness of our staff and of the system that supports such crop.

6th Process: DEVELOPING A STRONG, INTELLIGENT, ORGANIZED MARKETING, CUSTOMER SERVICE, PRODUCT SUPPORT AND BY-PRODUCT PLANS FOR EACH CROP

We must get rid of the old management styles, attitude and compartmentalization that are not suitable for change or flexibility. In our operating models, every components are  inseparable, mutually supportive for a common convergent goal and that management value or labor value is based on performance only. We also must emphasize on a stronger customer service, product preparation and by-product plans. We must plan our customer supports beyond the retail level at importing nations. This is a contrary to the older "responsibility distinction" model used in the US, which are worthless and unproductive.

The above process is a far departure from the old and inflexible working methodology used in many nations including the US. Our working methodology emphasizes on science and technology alone to make sure that all entomological and pathological factors are considered in our production planning, operation and product quality.

Part 1:  OPERATION PRINCIPLES of OUR AGRICULTURAL PROJECTS

1) EXPORT OR MARKET- ORIENTED w/ UPDATED, PROVEN SCIENTIFIC BASIS.

Selected crops based on market  only; Short and long term training; Strong scientific team for updated Research and Development

(a) Ag crops are export oriented and industrial/business plans are with pre-organized markets (b) Planning based on proven, updated scientific and technology grounds only. When required, all farmers and staff must be ready to unlearn the past and accept new ways.

2) MODERNIZATION, COLLECTIVE MECHANIZATION, ORGANIZED SERVICES FOR COST-EFFICIENCY

Vietnam is lacking of machineries and equipments. We will seek the Government cooperation in this matter.

(a) Once planned, each crop/project will be organized with selected equipment and technology to be imported and/or locally manufactured (b) Regimentation is necessary to maximize efficiency and production

3) NO BIO-AGENTS, NO GENE-ALTERING, NO GROWTH ENHANCERS Each crop must subject to monitoring procedures for any violations

Chinese bio-agents, chemicals for quick fixes are dangerous and must stop. We also must learn to work with science, methodology, discipline and procedures.

Bio/Chemical/Genetic altering agents are not acceptable for export and cause long term damages to our natural ecology, environment. All chemicals/fertilizer used must be tested, no unknown fertilizers from CN, TW, KR without valid analysis. We will test them ourselves

4) STRICT EXPORT QUARANTINE RULES; STRICT ENFORCEMENT AND CRIMINAL PROSECUTIONS; SCIENTIFIC INSECT ERADICATION AND PREVENTION PLAN

Agricultural quarantine rules of importing nation must be strictly followed and respected. We will organize enforcement plans scientists and government bodies.

Quarantine is a scientific fact and the prevention of detrimental insects, diseases from migrating to other countries. We must learn to respect these regulations and set up our crops to meet these requirements with higher planting standards and good prevention, and eradication plans. We will not follow bad practices of Chinese farmers and learn to do things scientifically, legally and respectfully. VINAREX will seek to criminalize violations to protect the agricultural interests of Vietnam and to respect other nations.

5) COMPREHENSIVE, COMPLETE, AND CORRECT IN EVERYTHING WE DO

We must undo past practices to learn to work with written planning, procedures, scheduling as an industrialized science.

We must rethink and treat agriculture as serious scientific work as other industries. Farmers themselves must view and be viewed as respectable professionals and not as lowly persons. We must renew from attitude to practice and respect the profession more.

6) STRICT PLANTING PROCEDURES AND TIGHT BUT SUPPORTIVE MANAGEMENT

Vietnamese farmers must learn to be  disciplined, organized, definitive and strategic in our working.

Again, agriculture is an industrial and scientific matter with organized procedures, methodical management and a well planned work flow as in any industrial production. Farmers will learn that good working procedures and management maximize productions with lesser work!

7) ESTABLISHED PRODUCTION AND QUALITY STANDARDS

Vietnamese farmers must be trained to meet certain uniformed standards and product quality.

As an industrialized work, agriculture or businesses must establish production and quality standards. Standards are strongly enforced but actively supported and assisted. Enforcements will be made by trained government inspectors and we will support, train these inspectors.

8) WELL-ENGINEERED INNOVATIONS, WELL TRAINED AND WELL MANAGED PLANS

To be competitive in the world market, we must be as good as other leading nations - if not better - such as Thailand, China, Central America, etc.

Not only that we must be better but must work harder than other current exporters such as Thailand, China by being innovative, well engineered, make use of our strength such as knowledge and labor combined with advanced computer-aided management.

9) PRUDENT PRICING, ORGANIZED AND DEFINITIVE PLANNING & STRATEGIC MARKETING

Vietnamese like to undercut prices and use gimmicks to override problems. We cannot do this in international businesses

We must operate with wisdom, intelligence, integrity and honesty in international businesses to preserve a respectable national image by smart but genuine business-like plans, by an organized but definitive analysis of each subject country.

10) SYSTEMIZATION OF EACH CROP TOWARDS SELF-SUFFICIENCY, SELF-SUSTAINING IN 3 YEARS

Each crop or business operation works without a plan, in isolation, no system, no short/long term planning; they deal with problems.

With less capital, we must build a support system for ea crop and to support farmers thru the development period with self-sufficiency strategies and self-sustainability plan. Economic planning and organization are critical to meet all the challenges and to compete with other nations.

11) PRUDENT PLANNING IN ALL STAGES OF DEVELOPMENT: SEEDLING, SITE PLANNING, PLANTING, MANAGEMENT TO PROCESSING AND SHIPPING

We must learn to work with prudent planning and not just by past experience. As an industrial business, we have to design and build a comprehensive plan for ea crop

No matter how strong our potential is for each operation, prior to inception, we have to learn to work with prudent and comprehensive planning for each development phase/component. Each must be treated seriously and results must be tested and proven scientifically.

12) HONESTY, INTEGRITY; MUST COMPETE ON QUALITY, SPECIFICATIONS and FACTS - GIMMICKS ARE NOT NECESSARY

We must retrain staff to work with absolute honesty, integrity and professionalism towards everyone: farmers, customers and products

It is misleading, unproductive to operate on dishonesty in our business. We emphasize and enforce honesty, integrity, professionalism, on-time all the time. We will compete on quality, specifications, facts, on-time and not salesmanship and talks.

By following and incorporating each of the above principles in our operation plan for each crop and by creating a checklist system to ensure that all parameters and requirements of each principles are fully met, we then can be more assured of meeting our production and product quality objectives.

Part II:  ADVANCED TECHNOLOGY FOR ALL OF OUR AGRICULTURAL CROPS

To best compete with other countries in the international market place, we have to be much better than they are because they have already established their presence in the market. Each agricultural projects must be organized and implemented with all of modern technology.

1. GPS TECHNOLOGY for PRECISION FARMING

DGPS, GPS receivers for yield mapping and navigation and positioning differential (WAAS) are  useful for mapping obstacles, varieties, or even pest infestations. Many handheld receivers store these features internally for future reference and/or offer the ability to download stored data to a computer for further analysis. Locating or mapping potential yield-limiting factors can be done throughout the year with these inexpensive units. Examples are:

Wet/dry spots: Map boundaries for planning drainage, planting and other crop scouting activities

Perennial weeds: Map for site-specific herbicide applications, severity rating and scheduling.

Rock, Wetness, bad terrain: Map to fix, avoid with the tractor and planter during field operations.

Site-specific insect-pest monitoring such as areas where black cutworm larvae...

Locate water channels, flood control, well location/construction, row directions, etc...

GPS technology is essential for VN with our land shapes, variable terrain and limited roadways. As GPS tech becomes more accessible, we may seek authorization from USGS and US DOD to access more critical data to do site planning and planting operations more effectively just by learning to use  this technology correctly and effectively.

2. COMPREHENSIVE INSECT CONTROL AND INSECT ERADICATION PLANS FOR SPECIFIC PLANTING SITES

As a tropical nation and the unique geographical location of Vietnam, global wind, water flow patterns bring us to some of the world's most abundant insect populations and species. This is a single more critical battleground for agricultural exports for Vietnam. It is not "international politics" as some Vietnamese may wrongfully accuse importing nations. We will seek scientists from other nations to assist our technical staff to develop a specific insect control planning with sound entomological strategies. Whenever possible, pest control strategies will include other non-chemical and non-evasive or biological and natural means. We prohibit the use of unknown, untested growth stimulants, hormones and genetic drugs on plants especially those imported from China. This is not a matter of politics but a HEALTH, MEDICAL AND NATIONAL IMAGE problem. We will actively develop other new technological range including SOUND WAVES, PHOTO-IMAGING, INFRARED and MICRO- VIBRATION means other than common, safe natural insect deterrent means. For Vietnam, these are some specific examples:

COMPREHENSIVE LOCAL AND EXPANSIVE INSECT CONTROL PLAN FOR THE SPECIFIC SITE & CROP

INFRARED and THERMO SENSOR TECHNOLOGY TO SEE AND MAP UNDERGROUND, FLYING INSECTS and WEEDS

SOUND TECHNOLOGY TO MAP MOVEMENTS & CONCENTRATION of CERTAIN INSECTS; ULTRASOUND FOR INSECT CONTROL

A STRONG EMPHASIS ON BIOLOGICAL, NATURAL. NON-EVASIVE & LED VECTOR CONTROL

We start with a GOOD OVERALL PLAN for specific site, specifying the history, list of known insects, movement and concentration: List of known control techniques including both chemical, biological, mechanical and other possible natural methods. Once a plan is in place, we can track, trace and measure success rate to make periodic changes and improvements

Infrared and sensor technology can be useful. With GPS data, INFRARED reading can identify, map better locations of underground insects incl. larvae nesting to better plan our control measures, method. INFRARED technology is now available for agriculture. They can use on  remote-control flying tools to capture sites/areas not accessible by foot.

Sound technology, audio signatures of specific insects, especially flying insects such as fruit flies, mosquitoes, grasshoppers, etc can be obtained,  Using existing wave-based software, we can record, track and identify locations as well as insects and their movements for further control plan. Ultrasound insecticides can be for most indoor and enclosed settings.

We will train farmers on  biological and non-chemical control. This brings better marketing values for products but must be done scientifically. The use of any wrongful chemicals is dangerous to the ecology, beneficial insects and plants. We also must explore the use of led-lights for other insects and genetic seeds resistant or repellant to certain insects especially fruit flies.

3.  PRECISION PLANNING OF IMPORTANT SEGMENTS OF PLANTING OPERATION

By precision site planning, mapping and by regimentation each site for efficient use of collective mechanization, we can perform modernized technology that would be impossible under the old planting styles and method. Mechanization, large machinery or micro services, is not necessarily anti-labor intensive but to assure production consistency, efficiency and low cost at certain stage or type of operations.  It also avoid human errors and poor judgment in fertilization and pesticide spraying that exposes workers to chemicals needlessly. We also must stop the sales of worthless fertilizers by manipulative businesses. These bad fertilizers and chemicals can cause long term damages to the environment at the same time costing farmers money, time, work for no reasons. We will use only fertilizers we know and will set up labs to test or analyze them.

PRECISION FERTILIZATION & AUTOMATED MICRO-FERT & GPS-AIDED FERTILIZATION OR INSECT CONTROL

USE OF MICRO-SPRAYING AND DEVELOPMENT OF ROBOTIC PHOTO-CONTROLLED SPRAYING

ASSISTED AUTOMATION

SITE PLANNING TO INCLUDE EXPERIMENTS TO BUILD CLEAN WATER SUPPLY SYSTEMS, SOLAR ENERGY, AUTO IRRIGATION

There are a wide variety of  no good  fertilizers from China, TW, KR, etc. We have to change that. CORRECT, QUALITY, PRECISION fertilization is essential  for the crops and protect soil from long term damages; We also must develop micro spray, micro fertilization and GPS and Satellite-imaging fertilization.

For certain field and greenhouse crops, microspraying and other photo-sensor spraying is more effective and precise. The use of GPS-assisted fertilization can be useful for certain new or large site. We must adapt new  technology and/or make our own if  we cannot buy equipment.

From field crops to greenhouse crops, Vietnam has the advantage of labors. However, whenever possible and suitable we also must develop automated harvesting and processing either all or in part. This is to minimize damages and to better manage the operation, prevent loss, theft or others.

Modern agriculture must be setup with adequate infra substructures to support quality planting at an industrial scale. Our engineering group will develop water, energy and irrigation system for each site, Ea agricultural site will be equipped with own infrastructural sources. These can be useful experience for other rural use.

4.  RESPONSIBLE BIOTECHNOLOGY TO SUPPORT LONG TERM SEEDLING AND LOWER COST FOOD SUPPLY SYSTEM

Biotechnology has lead modern agriculture into outstanding discovery of new ways to produce our food better and even save many countries from hunger. Biotechnology can also be abused to deceive consumers. This is unacceptable to us. Our organization advocates the responsible use of biotechnology in preserving and strengthen the plants against diseases and insects. We strongly disagree with the use of Chinese-made bio stimulants to induce growth and any other similar genetic manipulations.

CREATING OUR TISSUE CULTURE DEVELOPMENT IS CRITICAL TO FUTURE ECONOMIC GROWTH

RESEARCH AND DEVELOPMENT OF INSECT-REPELLANT PLANTS. DISEASE-RESISTANT SEEDS AS WELL AS A STRICT, MODERNIZED INSECT CONTROL AND ERADICATION PLAN

DEVELOP, REBUILD, PROTECT FORESTRY, PHARMACEUTICAL, MEDICAL PLANTS IMPORTANT FOR MANKIND

DEVELOPMENT OF MODERNIZED GREENHOUSE FOR PRODUCTION OF BACTERIA-FREE VEGETABLES

With the assistance from international agencies, we will seek to develop a tissue culture center to develop and preserve of disease resistant plants for future generations. We will seek cooperation with other developing countries so together we can serve the needs of the poor nations

The development of disease resistant and insect repellant plants will be an important priority for our Organization. We do not believe in growth stimulants by hormone manipulations but will use biotech to strengthen plants' ability to live with their natural ecology but can repel insects and resist diseases.

This will be one important focus of our organization. We strongly believe in the preservation of our forest and of plants with medicine values. Both are critical for mankind and for our natural ecology. Vietnam and Southeast Asia are homes to many rare species to modern medicine.

Part of our economic development to create greenhouse-grown sites to produce bacteria-free vegetable at low prices for cities. In 5 years, this experience may lead us to design and export the technology to poor countries so they too can benefit from our program.

SUMMARY: WHY OUR AGRICULTURAL AND ECONOMIC PROGRAMS WILL BE STRONGER THAN OTHER COMPETING NATIONS?

The above descriptions summarized the bases of our unique strength as an economic development plans: We do not just rely on funding, support and organization. To overcome the enormous problems in Vietnam, we have to combine all effort, strengthen our foundations and innovative above and beyond other nations. We can summarize these strengths as follows:
