Population growth, planning problems, civil irresponsibility, business and industrial abuses, outdated agricultural methods, etc... All have created an alarming habitat deteriorations across Vietnam.  Ecological and environmental contaminations further complicated by the care-free trash dumping habit and a lacking of any comprehensive planning to deal with these problems systematically. At the same time, we cannot commercialize the environmental needs of the people by making the people paying monthly fees or taxes for services so we can make money on the people. This mentality or philosophy does not work for Vietnam when the nation is still developing an economy and when the average Vietnamese does not make much money to be imposed with more fees. Immediate plans must be initiated before problems become out of control as pathogens build up to an epidemic level and/or geophysical deteriorations become to costly in the cities or in the countryside.

From a public health view, the current deterioration rate will lead to abrupt and unpredictable epidemiologic threats to both human and animals. The true value of economic progress must be measured by a minimum acceptable livability level in our infrastructure and environment because at some point, pathogens and diseases can build up to make life miserable for the rich and poor. Beautiful looking hotels and classy boutique shops cannot stop or cover up the spread of diseases. It will be much harder upon the poor who cannot afford hospital costs and hospitals cannot afford to treat unpaid patients. Economic gains cannot be made at the sacrifice of the environment and our own habitat. But responsibility rests on EVERYONE - every individual citizen and responsible government entities.

 IT'S MORE THAN JUST A RESPONSIBILITY FOR US TO TAKE CARE OF OUR OWN ENVIRONMENT

Infrastructure and environment issues are not often taken seriously in Vietnam. Nobody wants to contribute; Nobody wants these dirty work; Everybody wants buildings and factories but nobody worry about the rubbish, wastes, and the ecological burdens that these buildings and factories will produce. Neither can we set up public trash services and charging the poor fee-for-service. This capitalistic approach does not work in rural Vietnam. It also increases their cost of living and pressures higher inflation making life even more difficult in the countryside. As responsible professionals, we have to devise innovative plans by creating business products and services within the infrastructure to generate funds to for infrastructural problems. We also must be creative in our design and engineering to suit Vietnam while building modernized remedies concurrently with economic developments over a period of time to help increase people's expendable income first.

Here is our immediate strategies to deal with these environmental and infrastructure problems in the first 5 years:

Strategy 1 

To create immediate PREVENTION AND CONTROL measures on specific disease-potential locations around the country while other long term strategies or projects being planned.

Strategy 2

To create high end products, high demand products to generate funds for basic but urgent needs for the poor.

Strategy 3

To organize legal systems to enforce responsibilities to pay for loan service costs for larger projects

Strategy 4

To privatize local service businesses run by residents so they can make money from their participation

Strategy 5

To privatize with profit sharing for larger projects so more people can become responsible for the work

These strategies will generate revenues for our organization or for the business enterprises that may implement our programs. Basically how it works is simple and same as our other operations: Creating product and services to service other products or services.

WHAT ARE THE CRITICAL AREAS THAT WE NEED TO ADDRESS?

There are no one less urgent area than the others in our infrastructural problems because all are interrelated and progressively interacted to intensify the problem. For a better understanding of our work, we will divide our tasks into 4 groups:

Group 1:   RESIDENTIAL PRODUCTS AND SERVICES THAT CAN BE CREATED TO GENERATE MONEY FOR OTHER RESIDENTIAL PROJECTS

Group 2:   PROJECTS FOR LARGER COMMUNITIES TO COVER THE COST FOR RURAL AREAS

Group 3:  PUBLIC PROJECTS SERVICING LARGER POPULATIONS IN COOPERATION WITH GOVERNMENT OR INTERNATIONAL ORGANIZATIONS

Group 4:  CREATIVE PRIVATIZATION OF UNIQUE BUSINESSES TO TEACH LOCAL RESIDENTS TO DO TO HELP THE ENVIRONMENT

Group 5:  LONG TERM EDUCATION, LONG TERM PLANNING AND OTHER INNOVATIVE, INEXPENSIVE IDEAS

Over a length of time and as operating funds and manpower resource allow, we will seek to develop all what we can do for these above projects. Whenever suitable, VINAREX will also seek cooperation with other private organizations and local government to carry out projects under our guidelines or direction. This is to adequately address the many urgent problems facing rural Vietnam today yet to make sure projects are done professionally for the people to protect our name and reputation.

HOW DO WE GENERATE MONEY TO PAY FOR THESE INFRASTRUCTURAL AND ENVIRONMENTAL PLANS?

We are seeking supports in EQUIPMENT, FACILITY AND TRAINING only from other nations or organizations but not for the projects themselves. We will also design and manufacture various products for sale to generate money for these projects; Whenever suitable, we like to develop joint ventures with any individuals or organizations. Profits from the sales of these products will be used for environmental projects.

Seeking fund, training, tools, materials from other nations so we can manufacture our own products whenever possible

The profits from infrastructure products will go to other infrastructure and environmental work...

 

1) 20 % To buy materials for expansion

2) 20% To support local governments on their own infrastructure, environmental projects

3) 40% for local infrastructure and environmental work

4) 8% for training and education about the importance of ecology, habitat, public health and environment

5) 12% interest payment for loans on environmental projects for other poorer provinces

BY TRAINING OURSELVES TO PRODUCE AND USE OUR OWN PROJECTS TO LEARN AND TO GAIN EXPERIENCE, WE HOPE TO SOMEDAY TURN THESE PRODUCTS IN TO A LIGHT INDUSTRIAL PRODUCTION FOR DOMESTIC AND EXPORT NEEDS.

Depending on each product group or type, the level of profitability and management capabilities, these are possible products and services we can provide. These products are essential to the improvement and protection of the environment because most provinces in the countryside are lacking of credible or operational sewage systems for as long as the past 40 years...

1) SALE OF RESIDENTIAL SEPTIC SYSTEMS

We can design and manufacture simple septic tanks made of HDPE, PP or FIBERGLASS to deal with the sewage problems that have  contaminated rivers and lakes in VN. Profit o contribute to infrastructural improvements for local communities and for agriculture.

2) SERVICE OF SEPTIC SYSTEMS

With assistance, donations to buy service trucks, we will create possibly COMPULSORY tri-monthly services at low monthly fees to maintain and expand the services to more areas.

3) SALE OF WATER
PURIFICATION EQUIPMENTS

We have over 10 years of experience working with water purification systems and can adapt certain plans for VN. We'll market our own systems via our retail outlets to contribute 25% to infrastructure

CATCHMENTS & CONTAINERS

Rain and well water catchments systems can be designed for VN's countryside especially for remote villages. Catchments can be in various models, types suitable for VN.

5) SMALL GARBAGE PROCESSING SERVICES

Sanitary problem in VN is at an alarming level and could lead to diseases to the cities. We will seek assistance and donations to build small collection systems and post-collection processing especially for industrial and biological wastes.

6) DESIGN, IMPORT LARGER DISPOSAL EQUIPMENTS FOR INDUSTRIES

We hope to be able to produce small garbage processor models for home and restaurant use to reduce the garbage volume. These processors can convert garbage into garden fertilizers, composts etc.

7) COMMERCIAL GREASE TRAPS FOR THE FOOD SERVICE INDUSTRY..

We have to study and design suitable grease trap equipment of small or large sizes for selective users (i.e, larger restaurants, auto repair shops, etc.) and services to minimize public dumping of grease and oil into .

8) SPECIALIZED EQUIPMENT FOR BIO DISPOSAL, INDUSTRIAL DISPOSAL...

We'll create other products related to sanitation, waste disposal equipments and service that can add money for infrastructure: Collection, processing of waste motor oil, of restaurant grease/oil, sales of government-required trash cans, bins, etc.

9) COMMERCIAL, MEDIUM TRASH TRANSPORTS AND CONTAINERS

Within 10 years, we will consider designing a manufacturing site to make these septic or other containers for commercial or factory users so we can solve both problems: Dangerous dumping by factories and creating incomes for local infrastructure work.

10) COMMERCIAL DISPOSAL SERVICES FOR OIL, GREASE AND RELATED

Within 3 years, we must find ways to dispose heavy grease, oil, etc. Also must eek money to purchase service trucks and equipments to process these heavy oils into other uses or break them down for lesser problems for the environment.

These are some typical examples of products and services to be created to generate money for other infrastructural work. They are essential to improve life for the people, prevent distribution of diseases and better protect the environment from further contamination. We will seek technicians or consultants to train Vietnamese welders to fabricate these equipments in Vietnam whenever possible.

Plan No 2:   TO ASSIST LOCAL GOVERNMENT IN ORGANIZING HIGH TECH ENFORCEMENT SYSTEMS AGAINST ENVIRONMENTAL CRIMES TO PAY FOR COSTS OF BONDS, LOANS FOR OTHER ENVIRONMENTAL PROJECTS

These typical services are performed by local government authority. We will participate in the planning, coordination and preparation of info, training and technical assistance if requested. Regulations are necessary to enforce environmental laws and to promote better respect for the environment. Legal fines are necessary in Vietnam to encourage compliance but it must be reasonably cost, clearly defined and education and compliance instructions are easy to follow.

Street littering in VN is a serious problem that must be controlled and educated over time.

Wrong installation and use of equipment can cause failure, leakage or accidents. This is to prevent accidents.

14) HEAVIER FINE FOR BURNING DISPOSAL OF CHEMICALS, INDUSTRIAL WASTES...

This is for deterrence of criminal disposal that will cause great problem when people dump chemicals, oil, wastes in large quantities.

5) WRONGFUL DUMPING OF AUTO OIL, GREASE, and similar materials

Oil, grease etc are now dumped into sewage lines and on roadsides each day. All lead to contaminations of waterways.

15) HEAVIER FINE FOR INDUSTRIAL DUMPING INTO WATER WAYS, etc

Waterways must be carefully watched to prevent both boats and on-shore dumping or garbage and etc.

6) INDUSTRIAL AND BIOLOGICAL WASTES and similar materials

Industrial factories should be carefully planned, located with localized disposal within the factory and within the industrial site.

16) BIO DISPOSAL EQUIPMENT AT HOSPITALS, SLAUGHTER HOUSES, ANIMAL SELLERS, ETC.

This requirement will encourage people to buy safe equipment and to prevent spread of diseases

7) WRONGFUL, ILLEGAL USE, SALE OF CHEMICALS, PESTICIDES

Most countries have a registration file of all use, possession and transport of chemicals, pesticides. This is for safety as well as security.

17) ILLEGAL DISTRIBUTION OF QUARANTINE MATTERS DURING AN EPIDEMIC OUTBREAK

Distribution of quarantined animals during an outbreak of disease related to such animal can cause difficulty to stop outbreak or spread the disease.

8) REGISTRATION, FEES, PERMITS FOR SIZEABLE WASTE

We also must determine the level of waste to require permits so we can monitor and prevent problems.

18) ILLEGAL POSSESSION OF HARMFUL CHEMICALS, BIO AGENTS, ETC

Chemicals can be used by criminals and terrorists and must be strictly regulated, registered and recorded. Permits are  necessary for dealers

9) REGISTRATION, PERMITS FOR COMMERCIAL TRASH COLLECTORS

Commercial trash collectors should be registered for permit fee as well as for compliance regulation training

19) WRONGFUL USE OF CONTAINERS THAT CAUSE LEAK OF GAS, CHEMICALS, ETC

Wrong containers may be used intentionally for illegal or even criminal purpose. Regulating such container is useful and necessary.

10) GAS, OIL-RELATED SERVICE-REPAIR BUSINESSES

Gas, oil related businesses should pay a small fee because they tend to dump more oil waste than others.

   

These are some typical examples of products and services to be created to generate money for other infrastructural work. They are essential to improve life for the people and also better protect the environment and even the safety of everyone. We do place high importance in the preservation of human, animal habitat and the sensible well being of our environment.

 

Plan 3:  WE MUST HAVE A MASTER PLAN IN THE IMPLEMENTATION OF AN INFRASTRUCTURAL AND ENVIRONMENTAL PROGRAMS AT A REGIONAL AND NATION LEVEL

A MASTER PLAN must be designed to incorporate key segments and elements of the protection or improvement goals in all areas: Flood Control, Sewage and Waste Disposal, Roadways and Construction, preservations of water, air quality and the protection of natural habitats that are important to a quality of life for everyone - rich or poor. The lacking of a Master Plan in infrastructure, ecology and environment in Vietnam makes future improvement projects much more costly and at times, ineffective with overlaps, conflicts and obstacles. We will seek to develop a master plan in our "Economic Zones" as a model while creating an waste-remanufacturing plan wherever feasible for any of our agricultural materials.

Flood Prevention Master Plan

Flood or disaster prevention must be in place before others. With a variety of strategies, we can minimize damages people, nature and properties. We also need flood prevention strategies ready at key provinces BEFORE an incoming typhoon. Preventive tools can be set up within 1-2 days and can save lives, properties and save millions of wasted cost.

As discussed, Flood Prevention Master Plan is to study and design natural and man-made structures at strategic locations; We also must have special equipment available to set up and control flood BEFORE ea incoming storm - NOT AFTER.

Roadways, Water ways Master Plan

Roadways can distribute for economic growth,  protect water channel and should be designed by scientists, engineers and not by real estate capitalist and politicians. They design for their own interests and not for the region as a whole and often contribute to more environmental problems.

Roadways, waterways are bloodlines on the city, towns and necessary means for transportation for moving of economic goods for businesses and growth. They must be well designed, protected and located.

Population, Industrial, Agricultural & Conservations Areas

When each sector is well organized and strategically planned, economic growth and habitat quality can be easily achieved. While a perfect balance cannot be reached, careful planning can greatly produce growth. Each sector must be planned with its internal safeguards and accommodations. When problem arises, control and corrective measure must be exercised.

These are sectors that directly affect our environment. Each when carefully located, they can be support each other but cannot be planned solely for the interest of one.

Sewage, Wastes, Disposal

This is a single most problematic issue for Vietnam. Once we know what to do, we can make progress but must be done with scientific and engineering innovations - not business interests. We hope to establish numerous model projects for Vietnam to follow.

Special situations in Vietnam may not adopt typical methods in other countries but we can design suitable ones to fit our budget, geography and existing conditions.

Natural Resource Conservations

Nature's assets here include important ecological and human-support activities and not just economic resource and estate value escalation. We are confident in our ability to balance all interests yet protect nature and the natural settings for the future generations.

To conserve and protect natural assets are critical for the future. Conserved areas must include elements that promote quality life: Space, trees, recreation, replanting, etc.

Air, Water Quality Goals

We believe in a balance approach to problems of economic/industrial growth by scientific means alongside with industrial needs without a sacrifice of neither. We are confident in the development of modern technology to improve air, water quality but must not allow excessive exploitation of nature solely by the business groups.

We must plan a region with the safeguard of air, water and health goals. Each region must be carefully assessed, then devise a suitable scientific plans way into the future.

Human and Animal Ecology

Ecological matters have never been considered in Vietnam and we need to change that. We don't believe in the extremist ecological protectionism but we favor a more balance, create approach to protect the ecology without sacrificing development needs.

Other considerations in planning is our human and animal ecology. There are reasonable sacrifices to ecology but made thru relocation, rejuvenation plans.

The above illustrates the principle, character and meaning of our infrastructure and environmental philosophy. Not only that we will work to bring about economic prosperity for the poor but we must do so with careful considerations and respect of nature by using our scientific knowledge to accommodate these balancing needs rather than just to allow business, industrial or economic interest groups to exploit nature for their own economic ends. We can achieve both by the ability to plan carefully, wisely and to respect the environment, nature as well as the quality of life for everyone.
