OUR ORGANIZATION: How did we first formed in Vietnam

Our goals are simple:

First:       Rebuilding our export agriculture strength with organization, modernization, innovation, science and cooperation

Second:  Improving the rural infrastructure, the environment and life support programs for the countryside;

Third:     Developing innovative light industrial manufacturing at poor, disaster-ridden Provinces in Central & North Vietnam

Fourth     Developing other innovative future industries, practical vocational training, etc. for future generations

A comprehensive "10-year Master Plan for the Development of Export Agriculture and Rural Vietnam." was written detailing the a our Economic Plan in Vietnam with over 136 projects focusing on major exportable crops with a network of supporting industrial/business operations to alleviate the impoverishment of the countryside. We plan to generate an annual revenue of 900-million USD within 3 years and to reach 10 billion USD after 5 years. This Master Plan has received emphatic support of key leaders of the Political, Legislative and Executive body of Vietnam. We now proceed create an official international organization to execute the plan with the participation of Vietnamese farmers, professionals in cooperation with the United States, Russia, the United Nations and other scientific organizations.

The Business and Operation Principles of this Organization

The purpose of this Organization is to develop export agriculture for rural Vietnam, to revitalize the economic and living foundation for the people, to improve human habitat, the infrastructure and the environment. We will operate with a uniquely innovative but different set of principles from conventional businesses.

DEDICATION, PROFESSIONALISM,

SCIENTIFIC, DISCIPLINED METHODICAL AND ORGANIZED

Our first and foremost operation principles are: PROFESSIONAL, SCIENTIFIC, METHODICAL, DISCIPLINED and ORGANIZED in each and every operation, every program and every project we engaged in. This is the fundamental prerequisite for success. Before each Program is organized, our Program Planning Dept must be complete, comprehensive and validated wherever and whenever possible. Each approach to an export market is a strategy that is well above common standard by other exporting nation including the world's leading exporter. This is how we must conduct ourselves and be successful against competing nation. We must be better than them in every way possible.

OMNI-FRONT, MULTI LATERAL APPROACH TO SOLVING PROBLEMS

The Second principle with us is the OMNI-FRONT, MULTILATERAL approach to all plans, products and businesses. With our experience and knowledge of the product and market, with the hardworking habit of our Vietnamese farmers, we have no reasons to be lesser than our next competing nation of the same product. If we must unlearn the past to progress, we must do so promptly; Each move that we make must be done so with the objective of improving ourselves over competing nations. Each field operation must be systemized with custom financial/management growth strategies to minimize weaknesses and maximize  strength. Weakness and strength here must be measured not by our own standards but against prevalent standards and export strength known to the World and set by leading exporting nations.

FOR THE COUNTRY AS A NATION

The Third principle is  the MUTUAL SUPPORT, MUTUAL RESPECT INTERNAL RELATIONSHIP between staff, between our Departments and Farmers, between us and our suppliers and the government. Farmers, scientists, office clerks are not our workers but our PARTNERS; Government bodies are not our adversary but our SUPPORTERS with important legal responsibilities and professional roles on their own. Each worker, clerk and scientist is equally important and honored. Exploitation in any form is not tolerated; Farmers are the backbone of our work and must be highly trained, disciplined as well as respected. These operating principles will be translated into functional mechanisms at work.

MODERNIZED, MECHANIZED, METHODICAL, HIGHLY ORGANIZED MAXIMUM MANAGEMENT EFFICIENCY

The Fourth principle is that our operations must be MODERNIZED, MECHANIZED, METHODICAL, ORGANIZED with MANAGEMENT EFFICIENCY to achieve the highest possible productivity and quality. We cannot use manual labor and expect to surpass other exporting nations from China, Thailand, etc. Our operations and production combine modernization methods with intensive skilled labor with advanced management and systemization using modern technology International marketing, product preparation, packaging must be intelligent, professional and better than our competing neighboring countries. We prohibit the use of chemicals, bio-agents to induce artificial growth like China. This is inhumane, crooked, illegal and dangerous. We don't need that to be successful.

UNIFICATION  OF STRENGTH for PRODUCTIVITY, PROFITABILITY.

NO INTERNAL CONFLICTS AND EXPLOITATION OF FARMERS

Another principle that this Organization: We encourage COOPERATION, INTEGRITY and STRAIGHT FORWARD in our work so we can be a stronger in the international market. Modern nations like to advocate and even stir up conflicts for their buying advantage in the name of "free enterprises" but this is merely a cover-up for exploitation and profiteering of weaker nations. We stand by fairness, honesty, professionalism, equal opportunities and equal rights. Conflicts lead to exploitation of farmers, draining our resources and weaken our resolves. We are competitive with other nations and not with ourselves. We must unify our strength by systemizing our assets and resources to maximize product quality and production while strategize marketing plans for lateral expansion of markets without pricing sacrifices. Tricks, dishonest sale gimmicks and illegalities have no place in our organization. We are more interested in intelligent planning, science and hard work.

PROFITS DEDICATED TO  NEW DEVELOPMENTS, INFRASTRUCTURE, ENVIRONMENTAL and

IMPROVEMENT OF LIFE FOR THE TOWNS AND PROVINCES

We consider that a functional and healthy infrastructure, environment and living habitat are also the purposes for which we serve. Social responsibility is just as important as economic success. We must realize that the weaker the physical environment and infrastructure, the less effective our economy can be; the healthier living for workers and farmers, the more productive they can be. Vietnam's physical infrastructure and the environment have continued to deteriorated especially with the current urbanization pace. They must be repaired before they reach the point of costly repair. We must realize that public health epidemics and other ecological disaster will ruin everything Vietnam has hastily built - including the real estate, high rises, tourisms and fancy stores.

By carefully and successfully carry out these principles, by scientifically and intelligently conducting our work, by creating a network of support mechanisms, with the combined efforts and experience of our technical, scientific staff, and with the financial assistance, the scientific support and the skillfully crafted plans we will execute, profitability is much more assured.

HOW DO WE WORK WITH OTHER GROUPS OR NATIONS?

The economic situations in Vietnam require innovative approach and methods in working with groups and official entities while maintaining the honesty, respect and integrity of our organization. Fundamentally, we must devise methodology that is most suitable for Vietnam in the interests of the people and the nation of Vietnam but professional, effective and consistent with WTO's international trade policies. We actively induce international trade and cooperation with the West and not the mutual exploitation mechanisms of the West or the manipulative tactics of the Chinese. We advocate mutual support and respects among nations.

For example, wholesalers and brokers rely on how low they can cheat growers for quick money and even to destroy the future opportunities for Vietnam. Dealing with international market requires experience and strategies. We can achieve our economic goals honestly and fairly by strategic marketing, by better management, by scientific farming and by treating growers as a part of our business. With us, growers deserve the same decency, respect, care and support just as a department within our organization in return for a share of the profit and the full social, moral and human support we provide to them and their families.

Too many business groups in Vietnam rely heavily on corruption and connection networks to exploit the helplessness and dependency of the poor and of consumers without regards to any consequences upon society or the nation's economy. They use corruptions to weaken governments and draining the nation's resources for personal ends. To rebuild a nation, we must allow the distribution of opportunities and the "means of production" to the economic production bases, namely industry, agriculture, manufacturing.

In the existing business system, exporters/farmers and government entities are opertating as adversaries. We foresee the necessity for government entities to play supportive administrative roles in our development process. By devising and innovating useful roles for government at central and provincial level, we create efficiency, productivity as well as fostering a new atmosphere of support and respect. Government has a critical role in our philosophy and an active participants in the planning, preparation and scientific support processes. They are not merely regulators or money mongers as in the US. They are entitled to a part of our economic wealth and thereby responsible to support the common good of the nation.

These are the ethical bases of our conduct and must be strictly abided by.

INTERNAL MANAGEMENT MECHANISM

Whereas US management styles emphasizes on procedures and rules, we must base ours on scientific work flow, efficiency and productivity.

Procedural management restricts flows and can be counter-productive or costly. It create conflicts and selfishness. We devise a management method per products or service per customers' requirements and their necessities and must allow discretions and changes to facilitate innovations even at the sacrifice of management conveniences.

PRODUCTION QUALITY ORIENTED, RESULT-DRIVEN ONLY

Whereas US management philosophy based on departmentalized responsibility. This incites inter-office conflicts and individualism

Management is secondary to and supportive of PRODUCTIVITY or SERVICE QUALITY. Result-driven philosophy allows individuals to innovate and personally engaging to improve, contribute and thereby rewarded for such improvements

NO HIERARCHY, NO MONARCHY, NO AUTHORITARIANISM

This problem persists both in the US and VN. It rewards dictatorships, seniority over productivity interests of the group.

As a productivity-driven operation, management seniority is based largely on knowledge, contribution, results and dedication. US may speak of "equality" but their management philosophy does not. Our model is truly "equality and opportunity" as it promotes those who work and demote those who cannot work.

SCIENCE, EFFICIENCY AND PRODUCTIVITY-DRIVEN OPERATIONS OR PROCEDURES

Other's management and operation base largely on management's conveniences and operates independently of others. This method is old, stupid and costly

Management and the standard of operation must support productivity and NOT the management itself. Management must base on scientific foundations and must be continuously studied to eliminate issues and barriers to productivity and quality of products

REPLACING CORRUPTIONS WITH COMMON SHARING OF INTERESTS AND SUCCESS

This is a serious problem in Vietnam but at times it is inescapable. However this must be changed in a modernized economic operation.

We do not disrespect the necessity of corruptions in Vietnam as a temporary means of solving obstacles but it must be eliminated and replaced by a better system of sharing of reward, interest or success. There will be no needs for corruptions when people have better outcomes that can be achieved by other legal, legitimate and more respectful ways.

MANAGERS ARE FACILITATOR OF OBJECTIVES AND DETAILS - NOT TALKERS,

US management system is outdated and often counter-productive as managers set up procedures to serve his needs and not of the organization. Managers are often just talk and do not know how to work

In our organization or system, managers facilitate results and knowledgeable of details to assist and support workers. With us, skills, experience and capability in real work are rewarded - talks are cheap. They will be replaced with skilled workers whenever necessary.

FARMERS ARE CONSIDERED A "DEPT" OF THIS ORGANIZATION

US management and VN style treat farmers/workers merely as a subordinate function or even slaves to exploit. This lead to indifference, unproductiveness...

As the "production department" of the organization, they are respected, supported and cared for just like managers, technicians and scientists. They are given the responsibility to ascertain of our product quality in returns, they are treated with dignity and entitled to a share of our success.

Important Supporting Roles for Government Agencies and other Professional, Educational Organizations

As to the role of the Government, in our Plan, government agencies will play important support roles to protect short and long term interests of Vietnam's export agriculture and the protection or promotion of Vietnam's agricultural economic interests in the international market.

PROTECTION OF CERTAIN VALUABLE SEEDLINGS IMPORTANT TO VIETNAM

Ministry of Agriculture, Ministry of Forestry, etc.

Certain crops will be developed from valuable seedlings. The protection of these seedlings is useful towards future growth and export prices for Vietnam and for the farmers.

INSPECT AND ENFORCE EXPORT QUALITY AS SUGGESTED BY VINAREX to safeguard agriculture

Agricultural Inspector of the Provincial  Government

We will train MOA's Agricultural Inspector and will support 50% of the cost. Inspectors are to enforce product/export standards set by VINAREX to protect the interest of our exports and to deter illegal sales of low quality at low prices that effects the revenue of Vietnam

TO CHECK AND ENFORCE SAFE AND CORRECT USE OF PESTICIDES

Agricultural Inspector of the Provincial  Government

Unsafe use of pesticides can be dangerous to farmers and the environment. We will train Inspectors and set up programs for Inspectors to work and farmers to undergo training to be certified.

TO MONITOR AND PREVENT SPREAD OF CERTAIN INSECTS, DISEASES AFFECTING CROPS

Agricultural Inspector of the Provincial  Government

Insect and disease control are critical not only to agriculture but also to the environment and public health. We will support this program by directly train and fund local Provincial Governments.

TO PARTICIPATE IN SCIENTIFIC STUDIES IN IMPORTANT SUBJECTS

Ministry of Agriculture

We will support more scientific works by direct participation and by soliciting for more training, scholarships, etc to Vietnamese scholars overseas or having UN, US, UK scientists to work in VN

TO MONITOR, ADVISE, SUPPORT US RE QUARANTINE RULES BY IMPORTING NATIONS

Ministry of Agriculture, Ministry of Foreign Affairs

To monitor status and changes and to push for acceptance must be jointly done by VINAREX and MIN OF AGRICULTURE with the info from MIN OF FOREIGN AFFAIRS via overseas Embassies.

TO MONITOR ILLEGAL EXPORTS OF LOWER STANDARDS AND LOWER PRICES BY OTHER WHOLESALERS

Export Customs

Illegal exports of low quality products will dampen our reputation and lower international prices. Government can help by monitoring and preventing any illegal exports

TO MONITOR AND PREVENT THE GROWING OF LOW QUALITY FOR EXPORTS

Similar to above, Ag Inspector and Provincial Government can help by making sure no farmers will grow poor quality to export to cause price problems overseas and lower the image of our export products

TO MONITOR AND PREVENT THE ILLEGAL SALES AFFECTING OUR EXPORT UNDER  WTO ISSUES

There are other WTO issues we must consider for compliance. Security of Information, technology and industrial secrets must be guarded against external theft by competing nations. Government can also help us in these equally important areas.

TO FACILITATE, SUPPORT PRIVILEGE FOR  TRANSPORTING AND SHIPPING OF AG PRODUCTS

In exchange for our support of local infrastructure and local economy, we need government to help so agricultural  products can be moved quickly such as no road fees, etc.

TO MONITOR AND PREVENT THE UNDER PRICING AND DUMPING OF VIETNAM AGRICULTURAL PRODUCTS OVERSEAS

Ministry of Agriculture, Ministry of Foreign Affairs

Illegal exports of low quality products will damage Vietnam's reputation and lower international prices. Government can help by monitoring and preventing any illegal exports and enhance our Brand Names in the World's market.

The new and important roles by Central and Provincial Governments are important to the enhancement, expansion of our economic exports and economic strength of Vietnam. These roles will also create a much better new image of government from an adversary to a scientific, support and promotion of a stronger economy and thereby a stronger Vietnam in Asia.
