Vietnam's economy must be strengthened at the foundations and where it is weaker: Rural areas. As professionals and scientists, we can analyze examples of the failures of other nations in industrial production including the US to develop a comprehensive plan. We do not need to copy models that weaken economic growth by consolidating all economic advantages within a small wealthy group typical of the capitalistic models.  We do not need the labor policies that promote laziness and irresponsibility in industrial production population like in the US. We do not need to import and indulge in the luxurious "playboy" lifestyles to project an image of wealth and achievements and to further insult upon the 60 millions men and women in the countryside who live in poverty and despair. We do not need to continue to build on an economy that is designed solely to enrich the wealthy and making the poor poorer. We need an economy that broaden the bases so the mass poor population can grow. We need to strengthen an economy where our younger generations can compete with other nations and making Vietnam a model nation for others to respect and follow rather than making our young men to become just cheap service workers and young women are sex objects for foreigners.

On the other hand, we cannot improve an economy merely by real estate developments which are intended solely for those who are already rich. They elevate monetary circulations, but also increase costs for business and living costs, pushing young and poor people into poverty with higher housing and living costs; They create family separations, social and criminal problems... We must rebuild the industrial and agricultural production bases concurrently with our urban, financial, property developments. We must improve the distribution of social and economic opportunities so the talented professionals can grow, so young graduates can work and contribute, and so the millions of workers and farmers can make a living...

Modernization is necessary but do come with some consequences, which must be understood, planned and managed. This is why wisdom, vision and prudence are important in economic planning to prevent adverse secondary social and cultural problems. Some economic policies can be costly to human and traditional values and others to the environment. Internet technology is a battleground of values and an underground infestation of white collar crimes and moral dangers that we must control and prevent. Economic growth is a combination of intelligence, hard work, skills and the ability to deal with social changes to preserve prosperity. We also must know how to minimize with the social mobility that leads to breakdowns in our family, culture, and the mentality of future generations. Social, criminal and environmental problems are not acceptable in any societies. We can build economic growth without sacrificing the country's traditional, cultural, social and family values, without sacrificing the environment and nature. This is the kind of economic growth we want to introduce to Vietnam.

 

To improve rural economy, we have designed a multi-front, multilateral plan towards a self-sufficiency level within 3 years. Agriculture is among the focus of our development plan for Vietnam. We also will introduce numerous other LIGHT INDUSTRIAL MANUFACTURING PLAN, INFRASTRUCTURE AND ENVIRONMENTAL PLAN at the same time to incubate other industries.

Why a multi-front approach to planning and operation in Vietnam?

A MULTI-FRONT SCIENTIFIC APPROACH TO BRING QUICK AND FIRM ECONOMIC FOUNDATIONS

The multi-front approach for economic/agricultural development in Vietnam is necessary with the lacking of support services/supplies/equipment, with a huge unemployed population, and with infrastructures and roadways are not adequate to support any large-scale projects at single locations. MULTI-FRONT, MULTI-LOCATION approach will distribute more opportunities and to deal with poverty more effectively.

EXPORT AGRICULTURE:       Our 5-year Plan to develop 40 Export Agricultural crops for a minimum $800 mil USD/yr revenue at the 3rd year and to increase to 10 billion at the 6th year.

We will develop over 40 different new export crops as written in our "Five-Year Agricultural Export Development Program for Vietnam" to reach an annual revenue of minimum 600 mil. to 900 mil. USD in 5 years; Followed by a 5-year Plan to strengthen to minimum 10 billion USD. Tropical Agriculture is a discipline that requires strategic, experienced planning. We already prepared a comprehensive plan for Vietnam's agriculture making Vietnam an major exporter/producer in Asia within 5 years.

Major enterprises in domestic agriculture will be built by us including (A) Network of bacteria-free hydroponics vegetable supply to major cities for cash-flow, employment while improving public health for rural Vietnam (B) Other Agriculture-related enterprises developed to supplement income as well as to build into independent and self-support businesses within 2-3 years. These businesses will contribute to a general fund that will provide the financial base for further agricultural and rural development plans for Vietnam.

For those provinces with high unemployment and with no agricultural assets for the people, especially regions that hard hit by annual flood, storms, we will design and innovate agriculture-related manufacturing, other light industries with local demand to provide cash flow to agriculture, to support agriculture and to eventually grow into independent, self-supporting industries for the people in these provinces. We also will invent and develop other technology-related industries in these provinces within the first 5 years. These industries are created from various domestic or international markets using our large labor force.

EXTENSIVE INFRASTRUCTURE & ENVIRONMENTAL IMPROVEMENT PLANS:  CREATING ENVIRONMENTAL PRODUCTS TO SUPPORT ENVIRONMENTAL PROJECTS

 

Infrastructure and environmental plans are extremely urgent and important in our work in Vietnam. We will innovate various enterprises that will make and sell environment-related products  so we can generate money to work on the many products and services to improve our much needed infrastructural and environmental problems from sewage, sanitary, water treatment, waste management, waste-recycling, etc. to income to roadways to/from farms, clean water for agriculture... Each specific projects will be developed independently and with whatever funds or means available to us. We are confident in our innovations and support of the local government as well as participation of the people themselves in these programs.

OTHER SUPPORT PROGRAMS: HEALTH CARE SYSTEM, HEALTH INSURANCE, DISASTER INSURANCE AND PREVENTION NEEDS FOR THE POOR IN RURAL AREAS

We will focus on many other social, health care and vocational plans to improve life and living conditions for rural Vietnam while other agricultural and economic programs are taking place. The first and foremost important step is the creation of a HEALTH CARE AND HEALTH INSURANCE PLAN, DISASTER INSURANCE AND PREVENTION SYSTEM at every major Provinces with repetitive natural problems and or provinces with potentials of health epidemic outbreak due to the infrastructure and environmental deteriorations. We also work with the governments to systemize and organize various criminal activities relating to insurance frauds, environmental problems plans for farmers, workers in our programs.

INDUSTRIAL EDUCATION, VOCATIONAL SKILL TRAINING FOR FUTURE GENERATIONS - SUPPORT PLANS FOR YOUNG TALENTS, ENTREPRENEURS - DEVELOPMENT OF OTHER TECHNOLOGY BASED INDUSTRIES IN VIETNAM...

With financial support from international bodies and our own savings, we will organize long term industrial education, other vocational classes and other cooperative job-training programs with local universities. At the same time, scholarships will be available to smart students so they can become future teachers and leaders with the condition that they must work at their home provinces on specific programs to contribute to their own provinces upon graduation. VINAREX will make vocational training relating to our industrialization plans. We will innovate various funding concepts so these educational programs can convert a large number of high-school level labor force into more productive workers for the future. All will be at LOW COST.

Overview of our Comprehensive Economic Development of Urgent Segments: AGRICULTURE - SUPPORT INDUSTRIAL MANUFACTURING - INFRASTRUCTURE - ENVIRONMENT - HUMAN AND TRAINING SUPPORT PLANS FOR OUR MANPOWER

For the past 30 years, the war and recovery periods have left Vietnam far behind neighboring nations economically despite our physical, natural and manpower resources. Additionally, since our "open economic policies" in the late 80's, most of our economic efforts have been devoted almost solely to real estate, urbanization and other building construction. While these developments are great, they are not intended for the poor and not creating the foundations for an economy for the mass and as a result, our GDP remains low  and that 80% of our national DGP remains in the hands of less than 10% of the population. Without economic bases for the mass 80% of the population of proletariat, farmers, workers, without domestic production and without non-service developments, we cannot grow. We must develop a comprehensive economic plan that directly aim at the foundations for the mass: AGRICULTURE - INDUSTRY - INFRASTRUCTURE - ENVIRONMENT. To work on all fronts at the same time is the ONLY WAY for Vietnam. With our experience and knowledge in agricultural and economic planning for the poor countries, with our innovations and with the large number of capable professionals in Vietnam, we are confident in our ability to reinvent rural Vietnam to become a model growth for any other nations. ECONOMIC & SOCIAL SUPPORTS

Export Agriculture is the focus of revenue of our economic plans but we will also develop other important agriculture for Vietnam such as: (a) An extensive Greenhouse vegetable production network to supply vegetables for the nation; (b) Other indoor agriculture for regions or provinces with tough weather for common agriculture; (c)  Other agricultural related business and By-Products, etc. All are networking to support each other in short and long terms. We plan to develop suitable agriculture for all regions from North to South to distribute income to more provinces. All will be explained in respective Chapters herein.

Industrial developments are important but we cannot develop just any industries when we do not have any industrial bases and services to support them. But we can develop selective and relevant industries with practical and feasible bases. These are: Agriculture-related; Industries with immediate domestic needs to replace imports and other immediate local needs, etc. Each plan is carefully crafted with strategies and methods to ensure its success.

We also plan to develop industries in provinces with high job losses and repetitive natural disasters as in Central Vietnam.

As we all know, our infrastructure and the environment suffer alarming deteriorations. Lacking of money, we also must design these programs in very innovative ways at minimal cost. We disagree with the development models of creating services + users fees to increase the cost of living. These capitalistic models are not suitable for Vietnam. It increases hardships for the poor, increases inflation and lessen our ability to grow other industries. With our understanding of Vietnam and with our development strategies, we can create innovative plans for Vietnam.

We must also focus on creating adequate human support plans, vocational and industrial training plans, health care and health insurance plan for the poor and even for the entire country. With our innovations and knowledge, we don't need to spend that much money. Unwise plans will only pave ways for increased cost of living and inflation. If we keep increase living expenses while GDP is so low, such excessive costs will also incubate social unrests and resentment. Capitalistic ideas for Vietnam on these human & support services are not working in the US and will certainly not working in much poorer nations.

The above illustration is to show how and why each economic segment is mutually supportive of each others and to serve as incubator for the others as well as within the same industry: During the growing periods of agriculture, fast-return operations and greenhouse vegetable network to support long-term agriculture; Within agriculture, we also create smaller by-product project to sustain each crop. We follow the same model for other industrial projects.
