Vietnam's
economy must be strengthened
at the foundations and where it is weaker: Rural areas. As professionals
and scientists, we must study the causes the economic downfalls of other nations
including the US to prevent problems and to develop comprehensive plans
for ourselves. By consolidating all economic advantages within a small
wealthy groups typical of the capitalistic models, our growth, if any,
will be directional and do not reach of effect the mass population. By
focusing on protective regulations and by building products based solely
on liability and profitability, we will weaken industrial production
population like in the US. We do not need to import and indulge in
the luxurious "playboy" lifestyles to project an image of
wealth and achievements and to further insult upon the 60 millions men and women in the
countryside who live in poverty and despair. We do not need to continue to
build on an economy that is designed solely to enrich the wealthy because
it will create more difficulties upon the poor sooner or later. We need an
economy that broaden the bases so the mass poor population can grow. We
need to strengthen an economy where our younger generations can
participate and be competitive with other nations and be proud of
themselves rather than creating just hotels and foreign factories so our
productive young men will become just cheap service workers and young
women are sex objects for foreigners.
On the other hand, we cannot improve
an economy merely by real estate developments, we will generate higher costs for
manufacturing, food supply sectors; We will pressure the young and poor with more difficulties... We must rebuild the
industrial and agricultural production bases concurrently with urban,
financial, property developments. We must improve the distribution of social
and economic opportunities so the talented professionals can grow, so
young graduates can work and contribute, and so the millions of workers
and farmers can make a living... |

Our labor strength is outstanding -
A labor force that is physically enduring, mentally versatile but
ancient in method and simplistic in styles and experience. With millions
and millions people with similarly low in education (due to cost and life difficulties), we cannot grow an economy except to become human slaves for foreign companies or to
compete with one another in the exact same products and exact services in
each of the 58 Provinces... This lacking of economic opportunities and
diversity is not conducive for economic growth. We are determined to work harder to create opportunities
and more
educational plans to provide important practical training or future
generations. With a some innovations and support, we plan to cultivate anew
generation of high quality labor force by:
(a) Providing our
manpower, especially our agricultural and industrial work force, with
updated, practical vocational skills;
(b) Improving the supply
of working and manufacturing equipments so we can be much more productive;
(c) Elevating the importance
of professionalism, science and technology in our work;
(d) Replacing the old and
unscientific imperialistic management with software, hardware, database
efficiency, etc.
The true strength of our
economic future rests on how can better equip future generations. There is
no need to import or copy the mechanical, arrogant, dehumanizing and
irresponsible corporate greed and imposing them on the our own poor
people. After all, the only reason they are poor because they have to
subsist with so little and without opportunities - not
because they are weak or dumb. There is no reason for us to impose policies or directions that
worsen their lives and the costs of surviving...
By improving their skills, give them
the tools and the knowledge, by providing a supportive social structure
and more opportunities so they can contribute to society and to our
economy, our future generations can be superior than
any other modern nations - including China or the US.
The followings are the
key development plans to rebuild a new future generations of Vietnamese: |

OVERVIEW OF FUTURE SOCIAL AND ECONOMIC DEVELOPMENTS FOR VIETNAM |
The followings are some of the
key social and educational developments we hope to build in Vietnam for
future generations. Each will be discussed in further details in this
Chapter. The followings are a summary: |

& D Plan No 1: PRACTICAL VOCATIONAL TRAINING AT LOW COST FOR
VIETNAMESE |

We cannot industrialize
and elevate ourselves in the industrial world without re-training
the very large number of poor people with just a high school level. Current
vocational schools in Vietnam are designed for those with money. Naturally richer students will not spend money to become just
skilled workers but managers only. But industrialization and products are not done by managers but by workers and
line staff.
Managers are less than 6% of the work force in industrial operations and 15% in
the service sector.
Oversupply of high level staff
will pressure an increase in managers costs and product cost without increasing
production. On the contrary, too many uneducated population will
continue to make Vietnam a labor pool to be exploited by foreigners at dirt cheap wages amidst rising
inflation and housing cost. This is not "economic strength" and not how we
industrialize any nation. We must provide a wiser balance by
increasing quality level of lower labor brackets for an industrialized future with our own manufacturing
industries and VINAREX will actively develop them for Vietnam. |

& D Plan No 2: CLEAN FOOD SUPPLY and A HEALTH CARE
SYSTEM
for VIETNAM |

Improved health care, food
supply chains are essential for a modernized, industrialized rural Vietnam. Better health care and health insurance are not just
for managers or for the rich. Our agricultural and environmental
plans are to prevent the widespread of diseases and to improve
the quality of our food supply system. This is a great progress but
not enough. We will actively organize supports to build a mandatory
health care and health insurance system to improve health condition
of workers and families. However, we must wisely design policies and
not allowing such health care system becoming a breeding ground for
greedy insurance companies and for hospitals to bleed both patients
and government as in the heartless and sick examples of the US
hospitals. VINAREX will
actively support these plans so everyone can afford health care in their own towns and village. With
some smart strategies and effort, we can make this possible for
Vietnam. |

& D Plan No 3: LEARN THE COSTLY LESSONS FROM LEADING
NATIONS |

Modernization is necessary
but do come with some consequences, which must be understood,
planned and managed. This is why wisdom, vision and prudence are
important in economic planning to prevent adverse social and cultural
problems. Some
economic policies can be costly to human and traditional values and others to the environment.
Internet technology is a battleground of values and an underground
infestation of white collar crimes that we must learn to control and
prevent. Economic growth is a combination of intelligence,
hard work, skills and the ability to deal with social changes
to preserve prosperity. We also must know how to deal with the human problems that will
lead to irreversible breakdowns in our family, culture, and mentality
of future generations. Social, criminal and environmental problems are not
acceptable in any societies and Vietnam's crime prevention and detection
system is old and slow to deal with modernized crimes.
We can build economic
growth without sacrificing the country's traditional, cultural, social and
family values, without sacrificing the environment and nature. This is
the kind of economic plans we want to introduce to Vietnam. |

& D Plan No 4: SUPPORT OUR BUSINESS, ENCOURAGE INVENTIONS AND
INNOVATIONS |

Vietnamese workers are skillful, willing, diligent and talented but
their talents are not developed into meaningful work because of no economic diversification when
development priorities and resources are directed almost solely around
industries for those who have money and not those who have not, such
as real estates, consumers products, commodity speculations and
pyramid schemes. Such economy utilizes and expands skills/assets of a
small group only. True economic strength started with science,
knowledge with production-based industries such as agriculture,
manufacturing, products, explorations, creation, etc. We can devise
strategies and programs to develop skills and talents for workers
while creating more economic and production diversities/opportunities
for these workers to grow into. Consumers' product businesses, high
end brand name businesses, etc. elevate the image and satisfaction for
the high class few but a pitiful sarcasm upon the poor
and our GDP. We need to develop
more business and industrial products and
more exports to strengthen the economy. VINAREX will work
hard to support young
entrepreneurs to expand their minds into industries; not just
businesses designed for the rich from fancy stores and dance clubs but
an economy designed for the mass such as industrial, agricultural, manufactured products. |

MAKING MORE WORKING EQUIPMENTS, TECHNOLOGY, MANUFACTURING EQUIPMENTS
AVAILABLE FOR THE WORKERS AND PROFESSIONALS |

One of
the key to economic, agricultural, industrial growth is the
availability of the tools, equipments, materials and machineries that
we must have to implement and to realize our plans, our knowledge and
our strategies. We can train more engineers, we can train workers and
farmers to be smarter, etc but if we don't have the tools or have to
pay high taxes on the equipments and the machineries, we will still
far behind other nations. Manufacturing tools are not luxuries but
necessity. It
is wonderful to see that many men and women drilling and grinding
using the same tool for the past 20 years. Yes, it is a wonderful
image to adore and admire but that is NOT how we can become
industrial manufacturers Yes, it is wonderful to see our men
and women are the great laborers for just $90 a month but this is not how we become a
stronger nation nor can they make a living. We must not make technology, equipments, machineries
so expensive that our engineers, our workers, our farmers cannot
contribute to our economy. |

6: PROMOTING MODERN SCIENCE AND TECHNOLOGY TO YOUNG GENERATIONS |

Modern
internet technology has revolutionized how we can learn and
conduct development plans for our nation. The number of Vietnamese scientists
are limited and as most are from wealthier families, they often expect expensive salaries for Vietnam
to afford. The same salary can be used to train 100 better scientists
in a few years. So instead of these rich and arrogant scientists, VINAREX
will use modern means and other strategies to promote advanced technological and
scientific knowledge and development to the average families and students while
breeding more humble scientists among the poor by
providing them with the tools and opportunities to learn. We can
incubate scientists at lower cost and focus on certain particular
subject matters with important meanings to gain funding support from
select organizations. With some support from the government,
businesses and with the assistance of retired scientists from other
poor countries, we believe we can build this science plan for Vietnam
with some innovations we have developed over the years. |

THE IMPORTANCE OF PROFESSIONALISM, SCIENCE, TECHNOLOGY IN OUR
MANAGEMENT, WORKING HABIT AND ECONOMIC NETWORKING |
 |
While
we may adopt modernized advancements from Western nations
including the US, while we must utilize science and technology in our management and business process.
We also must never copy the US
management, production system that are too cumbersome, too fragmented
for change, a system that craves for legalistic stupidity and government
burdens to overpower personal dignity and restrict industrial
production for some meaningless procedures and ideals. Realistically,
such an obese system that is too slow, too rigid and too costly to
move with the pace of technology and of progress by other nations, etc. The result is that US economy
will continue to be sluggish. Vietnamese are blessed with many mental
and social strength that Western nations must learn from but we also
must be willing to adapt new professionalism in our management and work process (with a little
less coffee hours...). This will help us to advance ourselves in
modern world. |

Concluding note... |
The above
illustrates the principles and direction of our economic and
social philosophy. We will work to bring economic prosperity to
Vietnam but will do so with the respect of the traditional values
of the society, of the country and of the people. This
includes elevating the human dignity and morale of the people of Vietnam who have lost it to a life of poverty and hopelessness. But every
economic, agricultural or business plan must be done with highest
regards to people's health and the protection of the environment.
For this, we may receive negative criticism from various interest
groups. For examples: Our views against the irresponsible use of
bio-chemicals and pharmaceuticals on plants and animals may be
opposed by some Chinese exporters of vegetables and importers and
dealers of these drugs and bio-industrial additives in Vietnam;
Our critical view of the high cost of education by domestic and
foreign schools in Vietnam may not be appreciated by these
schools; Our firm stand and respect of the traditional and
family values of the people of Vietnam may meet opposing views by
Westerners who view that human indecency, disregards of family and
human life, disrespect of public or private property, or their own
government, mindless lifestyles, violence and criminality,
etc. are matters of "individual freedom." We strongly disagree.
These are socially irresponsible and personally reprehensible acts
that should be prevented in ANY nations. We will continue to uphold our
principles and respect for nature and the environment; We stand firm that education, science and students are not the tools for
profiteering especially upon the poor and that we must respect the
people, the history, the cultural, family and traditional values
of the nation we seek to serve. |
