TECHNOLOGY will continue to play important roles in world economy and we must develop intelligent and prudent plans so the future generations can participate and excel in the world communities. Even though INDUSTRIAL AND AGRICULTURAL MANUFACTURING are dominated by China, (1) with our vast experience in tropical agriculture and industrial development, and (2) with the labor skills of the Vietnamese people, (3) with our economic plans and vocational training, etc. there is no reasons why we cannot develop certain product manufacturing sectors in Vietnam and there is no reasons why Vietnamese workers and VINAREX cannot compete with China. However, it also means that we must become professionals working with integrity, honesty, competing with intelligence, capability and productivity - and not by tactics, bogus talks and cheap tricks. Vietnamese can be skillful, diligent but because better opportunities are circulated within a small group, a large majority of people must complete or share the remaining types of businesses or industries. This lead to the lacking of diversification or an extraordinary similarities or duplications of businesses in Vietnam, thereby the nation's economy becomes homogeneous as individuals or companies continue to copy one another doing exactly the same thing, same style, same methods within a limited types or sets of businesses or services. As a result, they must resort to dishonest habits to achieve their goals, which in turns cannot grow a production-based economy like China, Thailand, Malaysia, Taiwan, Japan and Korea. A high percentage of service, distribution, and domestic consumers industries like Vietnam will lead to worsening dependence on outside currency and naturally will weaken the Vietnamese currency further. We have to resolve, rebuild and change the makeup of our economy over a period of time by a combination of: (1) Broaden vocational education & skills of individuals while expose the population to diverse technology and science (2) Provide greater exposure to working methods and making more equipment, tools available to people; (3) Comprehensive development of specialized industries and technology and less on consumers electronics, etc. (4) Devise strategies to attract some hi tech manufacturers to relocate factories in China to Vietnam. The idea is simple: As responsible economic planners, we are (a) To create diversities in our economy so younger generations can expand their minds and visions thereby will not need to copy each others doing the same thing (b) To create more opportunities and challenging roles so they don't need to be dishonest for so little money. The introduction and re-distribution of opportunities not only strengthen a nation and raise the GDP, it will also incubate a much more professional, productive and respectable generations because Vietnamese workers and people are intellectually potent and economically enterprising compared to many other nations. They just don't have the tools, the means and the chances to be better so they must resort to other less-than-professional habits for survival. If provided with the means, VINAREX will create more opportunities in technology by attracting high technology industries to Vietnam so our future generations will have an opportunities to use their skills, effectively compete with any Chinese companies and to be respected in the World. But to do that, we must be willing to take on the responsibility to enforce laws regarding patents, anti-piracy, copyrights and industrial secrets to show other nations that we are the people whom can be trusted and respected and that younger Vietnamese generations can become skillful professionals as well as respected individuals. |

Subject No 1: THE CRITICAL NEED OF EQUIPMENTS FOR BUSINESS AND INDUSTRIAL MANUFACTURING USE IN VIETNAM | ||||||||||||||||||||||||||||||||||||||||||||||||||||||

With knowledge, with strategies, with smart development planning but without the tools and equipment to work with, our economy, production and services are inefficient. The lacking of professional and industrial equipment to work is caused by (a) Import tariff policies that create black marketing or make working equipments too expensive in Vietnam; (b) Abuses by importers for black marketing or resell at high prices to make it too costly for small businesses; (c) Locally available business/technology tools, equipments and materials from China are often not for professional use; (d) Excessive real estate costs have made retail costs higher thus slow down economic growth. By improving on this problem, not only that we assist businesses to work faster and easier, we also prevent and control black marketing and property crimes, violent street robbery, etc. However, while we support legitimate needs, we also must enforce laws against crimes relating to black-marketing these equipments. |

Certain changes have been taken place in Vietnam but to a limited extent due to abuses by the people and thereby distrusts by government staff. This issue can be resolved fairly quickly by establishing import regulations that allows more equipments for businesses and industries but must be fully monitored and enforced to prevent abuses. Without adequate tools, our work is slower, product costs higher as workers are not productive and our products are too crude to be competitive in the world market. |

Internet technology and modern sciences have made more scientific information available to more people. It opens up new windows, new visions that were not possible before. But when such knowledge and science are preserved for the the privileged few, Vietnam will continue to be under-developed because the privilege generally don't want to be in industrial production or agriculture - but finance, management, real estate, etc. which in turns do not support long term economic growth. But science and knowledge must be accompanied with higher sense of social responsibility and cultural and moral values from within. Smarter but socially irresponsible individuals are even more damaging. We need to learn more science and technology from modern nations and appreciate individual innovations but we must be careful with the importation of mindless and unusual lifestyles and habits. Vietnamese people and history have been cultivated with traditions of respect of the nation, of the people and of our ancestors and of mankind. |

Scientists, more so than any other persons, have greater obligations to serve their society and nations in important social, economic, health, educational goals instead of using science and technology for the sole purpose of his/her monetary gains and personal philosophy and don't really care when such philosophy and actions are detrimental to others as Western nations are now suffering within their societies today. |

Subject No. 3: ATTRACTING ELECTRONIC MANUFACTURING INDUSTRY TO VIETNAM | ||||||||||||||||||||||||||||||||||||||||||||||||||||||
Large number of high tech products manufactured in China continue to be victims of exact fake replica sold at cheaper prices thereby killing their own products at some point in the future. Some brands and manufacturers have no other choices; Some are looking for alternative manufacturing sites and this can be good opportunities for us if we can provide suitable working environment for them. Vietnam is with a large number of individuals with unusual manual skills in electronics far superior to any known persons in other Asian nations including China, Korea, Taiwan and Thailand. If we can select, re-train, teach them some new basics and provide them with the economic opportunities to utilize their skills, they can excel and transform themselves into great workers. We will do our best to promote and cultivate these opportunities with manufacturers in the US but we also need to prepare the right situations for these mfrs to come to Vietnam. We are confident that with some planning and public relations work, we can bring these opportunities to Vietnam within 7 years. We will discuss further but here are the keys: |

There is no reasons why we cannot do what Singapore did 20 years ago and China 10 years ago. With our better workers and wit support from the Ministry of Public Security to enforce laws against fake products, and with hard work in marketing and training workers, we are confident in this special plan for Vietnam within 5 years. We must make all efforts to start this strategy so we can invite manufacturing of high technology products. Nobody likes to see their own products being made into fakes all the time. If we can bring just 10% of electronic manufacturing to Vietnam, we will help to employ hundreds of thousand of our young men who now have not much to do in life. |

To attract high technology companies and to ask them to spend millions - if not billions - in Vietnam, we also must be able to show that we are a nation of honor, respect as taught by our forefathers. This is both a matter of business and of national dignity and image. High tech companies may like to make things in China but do not respect their people for a simple reason: Theft is acceptable. We must treat any forms of theft unacceptable. This is a standard of operations we uphold at VINAREX and to advocate exports, international businesses, international cooperation we will strongly advocate this ideal. |

Similar situations to Subject #3 above, to bring in manufacturers to manufacture products in Vietnam, we first must make sure that they will not face the same fake products in China otherwise it is better off for them to stay in China. We can never compete with China but we can bring in some percentage of it. With these new opportunities from being able to enforce and protect copyright, trade secret, and patent rights belonging to others, we will show to the international communities that Vietnamese people live with honor, dignity, and self-respect. By doing so, we will gain much respect and friendship for much more other benefits. Historically, there has always been a strong interest in electronics among the Vietnamese male population and this may be rooted from the war. This interest has not been cultivated to allow them to excel for 2 fundamental negative circumstances (1) Too many fake electronic products from China and (2) High import taxing and/or restrictions making them less accessible to the poor. Not by incident, poorer kids tend to have to or want to repair things more so than richer kids due to lacking of money to buy new things. We must cultivate this character into practical economic transformation for the country because if we don't, their craftsmanship will be turned into dishonest activities - and many have done just that. VINAREX will initiate a plan to recruit, re-train, re-educate and re-cultivate these skills while promoting Vietnam into a dependable, smart, but also trustworthy electronic manufacturing nation in Asia. This plan is attractive to many world-class manufacturers with products being made in China due to the now uncontrollable loss from fake products in disregards of their intelligent property rights. We fully believe that with the strength and effectiveness of the government of Vietnam and with the strong and dependable Ministry of Public Security, Vietnam can effectively control, prevent and prosecute piracy problems. Our system of government can be much more effective against software piracy than China. With the technical assistance from major software companies in the US, VINAREX can develop and organize a systematic plan upon which the detection is clear, enforcement is simple and predictable. Financing of the cost will be from part of the software sales administered by VINAREX so international companies can trust that in the integrity of our management.
